kilyabin f7dec45c32 test(flatpak): generate offline sources from app-v1.43.0 lock files ...

The workspace checkout is flatpak-test (newer lock files), but the
flatpak build clones app-v1.43.0 which has older ones. Generate
cargo/npm sources from the tagged lock files to avoid cache misses.
